Fresno, CA- Rep. Jim Costa announced the 2013 Congressional Art Competition, "An Artistic Discovery," to give high school students in California's 16th District the chance to showcase their talents. High school students living in the 16thCongressional District, which includes parts of Fresno and Madera Counties and all of Merced County, are encouraged to enter the competition.
