California’s 21st Congressional District is home to Fresno City College, Reedley College, College of the Sequoias, UCSF-Fresno, Fresno Pacific University, and Fresno Unified School District, the third-largest school district in California. Providing access to a high-quality and affordable education is essential for our children to compete in today's ever-evolving workforce and to ensure they can make a living, our parents fought to provide our generation.
Since the 1960s, Head Start has provided a valuable education to underserved children and families across America. In a region where many families face economic hardship, Costa has consistently voted to increase federal funding for Head Start, helping expand access to quality preschool programs that prepare children for success in school and beyond. He has consistently fought for K-12 education, securing federal investments for underserved and rural schools. Costa championed increased Title I funding for low-income students and helped deliver millions in pandemic relief through the American Rescue Plan to support safe school reopenings, learning recovery, and technology access. Recognizing the digital divide, he pushed for expanded broadband funding and has advocated for stronger school nutrition programs, knowing that hunger remains a major barrier to learning for many children.
Costa has fought to make college more affordable by supporting increases in Pell Grants, which provide critical financial aid to over 60% of students at Fresno State and local community colleges. He voted to cut student loan interest rates and supported legislation to expand Public Service Loan Forgiveness for graduates entering teaching, healthcare, and other essential fields. He also backed workforce development grants for Fresno City College and Reedley College, helping students gain skills in agriculture, healthcare, and clean energy fields vital to the Valley’s economy.
