Community Project Funding Requests - Fiscal Year 2025

Under guidelines issued by the House Appropriations Committee, each Representative may request funds for up to 15 projects in their community for Fiscal Year 2025. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Congressman Jim Costa has submitted funding requests for important community projects in California's 21st Congressional District to the House Appropriations Committee.

In compliance with House Rules and Committee requirements, Congressman Costa has certified that he and his immediate family have no financial interest in any of the projects that he has requested. A request submitted by Congressman Costa to the Committee does NOT guarantee the project will be funded. Under guidelines issued by the Appropriations Committee, each Representative may request funds for up to 15 projects in their community for Fiscal Year 2025.

Project Name: Pine Flat Dam Raise Study

Amount Requested: $500,000

Intended Recipient: Kings River Conservation District

Project Description: Pine Flat Dam located in the Kings River watershed, serves over 1 million Californians in the Central Valley. This project would allow the Army Corps of Engineers to begin a feasibility study on the raising of Pine Flat Dam by either 7 or 12 feet to create up to an additional 120,700-acre feet of storage capacity, which would increase water supply reliability, especially during prolonged droughts and intense floods.

Project Name: Fresno Airport Improvement Project

Amount Requested: $5 million

Project Description:   Funding for this project would provide for planning and design for the Fresno Yosemite International Airport Expansion Project, which would improve and expand capacity to accommodate the growing demand for air travel to and from Fresno Yosemite International Airport (FAT).

Project Name: East Orosi Sewer Project

Amount Requested: $5.6 million

Intended Recipient: County of Tulare

Project Description: Funding for this project would allow for the severely disadvantaged community of East Orosi to construct a new sewer system and decommission the current failing system. The current system has resulted in health and safety hazards in the form of sewer spills and backups, which this project would alleviate. The community’s nearly 700 residents have struggled with contaminated water for over a decade.

Project Name: Reedley College – Ag Innovation Center Project

Amount Requested: $4 million

Intended Recipient: Reedley College

Project Description: Funding would help construct an AgTEC Innovation Center at Reedley College to house agriculture technology startups and provide training and certifications for farmworkers, while also driving a more sustainable food system.

Project Name: San Joaquin River Parkway - Eaton Trail Extension Project

Amount Requested: $5 million

Intended Recipient: City of Fresno

Project Description: Funding for this project would extend the existing Lewis S. Eaton Trail approximately 2.4 miles to provide public access to 500 acres of open space along the San Joaquin River. This project will provide multiple access points for a diverse array of the public, with disability accessible access points. This project will benefit both the community, visitors, and the local economy by allowing the public to participate in school tours, nature walks, canoe/kayak trips, and more along the San Joaquin River.

Project Name: Visalia Downtown Improvement Project

Amount Requested: $5 million

Project Description: Funding for this project would help rehabilitate pavement and sidewalks from Santa Fe to Willis Street, ensuing ADA compliance and walkable streets for residents in downtown Visalia.

Project Name: Neighborhood Village Salt and Light Project

Amount Requested: $1.65 million

Intended Recipient: County of Tulare

Project Description: Funding for this project would enable the County of Tulare to work with Salt+Light Works and Self-Help Enterprises to construct a Social Enterprise Hub at the Neighborhood Village, a 53-unit fully permanent supportive housing community in Goshen set to open in July 2024. The Hub will feature a marketplace offering fresh produce, household goods, and groceries. It will also host Salt+Light's Social Enterprise and Micro Works programs, which provide wraparound services, including a workforce development program to train and employ residents of the village and surrounding affordable housing communities.

Project Name: F3 Ag Computer Project

Amount Requested: $8.6 million

Intended Recipient: University of California, Merced

Project Description: Funding for this project would be for the procurement of a supercomputer utilized for research purposes towards developing a climate resilient food supply chain and carbon net zero future. This is a part of the F3 Innovate hub in the San Joaquin Valley.

Project Name:Clean Air Mobility Network Project

Amount Requested: $1.5 million

Intended Recipient: City of Fresno

Project Description: Funding for this project would help build electric vehicle (EV) charging infrastructure, deploy a fleet of low-cost electric transportation vehicles such as electric bikes and scooters, and provide educational opportunities to underserved communities throughout the city of Fresno and the San Joaquin Valley region.

Project Name: Kaweah River Siphon Resilience Project

Amount Requested: $7.35 million

Intended Recipient: Tulare Irrigation District

Project Description: The Kaweah River flows westward 32 miles from the Sierra Nevada to the Central Valley. Funding for this project would replace the existing siphon, an underground pipeline that carries water underneath obstacles caused by the 2023 winter storms. Replacement of the siphon would boost groundwater recharge, improve the reliability of water deliveries, and enhance flood protection in the City of Visalia and surrounding communities.

Project Name: Woodlake Storm Drain Enhancement Project

Amount Requested: $2,628,473

Intended Recipient: City of Woodlake

Project Description: Funding for this project would install approximately 1,350 feet of a 48" stormwater pipeline, designed to tie into the existing stormwater system. The project is crucial for effectively mitigating the recurrent flooding issues—like those experienced in 2023 after the Atmospheric River storms—in the Northwest quadrant of the City, a disadvantaged community which is surrounded by single family homes, apartments and a K-3 school.

Project Name: Orange Cove Police Department Project

Amount Requested: $2 million

Intended Recipient: City of Orange Cove

Project Description: Funding for this project would assist the City of Orange Cove with its project to enhance and build a new police department headquarters. Project Name: Parlier Police Department Project

Amount Requested: $1 million

Intended Recipient: City of Parlier

Project Description: Funding for this project would fully renovate and modernize the Parlier Police Department, notably through expanding and modernizing the evidence room, replacing a leaking roof, and adding a lobby which will serve as a community facility for public and community engagement. This would improve public safety and emergency response in the City of Parlier, an underserved community in Fresno County.

Project Name: Kingsburg Police Department Equipment Project

Amount Requested: $600,000

Project Description: Funding for this project would enable the Kingsburg Police Department to purchase body-worn cameras (BWCs) and dashboard cameras to enhance officer safety, while promoting transparency between law enforcement and Kingsburg residents.

Project Name: Exeter Street Improvement Project

Amount Requested: $3.5 million

Project Description: Funding for this project would revitalize Firebaugh Avenue from West Belmont Avenue to East State Route 65 in the City of Exeter. Revitalizing this one-mile section of arterial street would connect three major north-south corridors and improve the traffic flow of agricultural goods, while reducing congestion and emissions. This project also allows for rehabilitation and ensure ADA compliance for enhanced accessibility and safety.
