Thank you for your interest in applying for community project funding for Fiscal Year 2027. Please take the time to provide more information about your community funding project request, and how my office can be helpful to you. If you are interested in applying for funding for a specific project in CA-21, please fill out the form below. Applicants are strongly encouraged to meet with the Office of Congressman Jim Costa to discuss their project proposals prior to submitting.
Applicants must follow all instructions, and submit your requests by the deadline provided:
Please review House Appropriations Committee general guidance and consult the subcommittee-specific guidance for the subcommittee which your requested project would fall under. Until guidance for FY27 becomes available, please consult the FY26 guidance available here.
Per the House Appropriations Committee, no project requests will be accepted in the following areas: Financial Services and General Government (FSGG); Labor, Health and Human Services, Education, and Related Agencies (LHHS); National Security and Department of State; Legislative Branch; and Defense.

- Any information on the form could be public.
- Our office can only submit 15 requests in total.
- If submitted to our office or eventually to the Appropriations Committee, there is no guarantee that you will receive funding.
- To submit, you must be a government entity or a 501(c)3 non-profit under the IRS tax code.
- Be advised that some accounts require a non-federal match.
- To be considered, you must be located within CA-21.
- The Committee on Appropriations requires that all applicants must demonstrate community support (letters of support OR press articles if available).
- Once the preliminary project form is submitted, we will work with you on submitting more information, letters of support, and press articles (if available). You do not need to submit support documents at this time, but please be prepared to provide them to our office on short notice upon request.
