Member – Designated Transportation Projects

The House Committee on Transportation and Infrastructure aims to move forward with surface transportation authorization later this year. Chairman Peter DeFazio has announced that the House Committee on Transportation and Infrastructure will formally accept requests for projects from House Members.

Projects funded through the surface transportation authorization will be funded directly from the Highway Trust Fund, and they do not require a  separate or subsequent appropriation. This process is separate from the House Committee on Appropriations’ process for considering Community Project Funding requests.

In compliance with House Rules and Committee requirements, Congressman Costa has certified that he and his immediate family have no financial interest in any of the projects that he has requested. A request submitted by Congressman Costa to the Committee does NOT guarantee the project will be funded.

Listed below are the projects Congressman Costa has submitted to the House Transportation and Infrastructure Committee.

Project Name/Location: Atwater-Merced Expressway (AME) Phase 1B – Right of Way acquisition located between the cities of Atwater, Merced, CA 95301 

Requested Amount: $2 million  


Project Sponsor: Merced County 

Project Name/Location: Campus Parkway Segment 4 – Design and Environmental Review for Final Segment of a new four-lane expressway, Merced, CA 95341 

Requested Amount: $2.5 million  


Project Sponsor: City of Fresno 

Project Name/Location: Elm Avenue Road bike/pedestrian improvements  – Elm Avenue from Ventura/California to North Avenue, Fresno, CA 93706 

Requested Amount: $3.75 million  


Project Sponsor: Madera County Transportation Commission  

Project Name/Location: State Route 99 Madera South Operational Improvement Project (Ave 7-12), Madera, CA 93638 

Requested Amount: $10 million  


Project Sponsor: Yosemite Area Regional Transportation System (YARTS)  

Project Name/Location: Yosemite Area Regional Transportation System (YARTS) Fleet Expansion Project – acquisition of over-the-road coaches, Merced, CA 95340  

Requested Amount: $2.25 million
