Rep. Jim Costa: National Security Aid Package will Protect our Allies and Democracies around the World

WASHINGTON – Congressman Jim Costa (CA-21), a member of the House Foreign Affairs Committee released the following statement after he voted to pass a National Security Aid package that will provide critical aid for Ukraine, Israel, the Indo-Pacific, and humanitarian assistance for vulnerable populations in conflict zones.
"Now more than ever, our allies, Ukraine, Israel, and Taiwan are looking to the United States for leadership in their darkest times of need. Democracies around the world are under attack by autocratic enemies of the free world. Families are fleeing their homes, civilian casualties are mounting, and millions are caught in the crossfire. These crises go beyond their borders, it endangers our national security, our economic prosperity, and the stability of the free world.
After six months of dysfunctional Republican chaos, the House overcame divisions, and we are sending a strong, unified message to our adversaries and the rest of the world: We will not abandon our allies. This bipartisan National Security Package supports our allies and addresses the humanitarian crises in Gaza, Nagorno-Karabakh, and other conflict zones.
America is stronger when it stands with its allies - we cannot turn our back on them now. These investments will not only deter greater threats but safeguard the foundation of democracies around the world. The world is watching, we must act now."
This National Security Aid package of three security funding bills introduced in the House reflect the priorities in the Senate-passed bipartisan Supplemental Aid package.
The Israel Security Supplemental Appropriations Act, 2024
- Replenishes the Iron Dome, David’s Sling and other defense systems, critical resources that protect civilians and have no offensive capabilities.
- Includes $9.15 billion to address the dire need for humanitarian assistance for Gaza, Nagorno Karabakh, as well as other vulnerable populations around the world.
- Supports U.S. military operations responding to Iranian-backed terror.

The Ukraine Security Supplemental Appropriations Act, 2024
- Provides military assistance to Ukraine to support their fight against Putin’s invasion.
- Replenish U.S. stocks of weapons and military equipment sent to Ukraine.
- Strengthens transparency, monitoring, and oversight of all aid provided.
- Requires cost-matching requirements from U.S. allies and implements a repayment agreement from the government of Ukraine.

The Indo-Pacific Security Supplemental Appropriations Act, 2024
- Strengthens deterrence over China’s military provocations against Taiwan.
- Invests in submarine, naval operations, and production of artillery and critical munitions.
- Enhances security cooperation with regional partners and supports U.S. military operations.
