Reproductive Freedom

Every woman in America deserves to make their own healthcare decisions. Since Roe v. Wade was overturned, the Supreme Court has diminished a fifty-year precedent that is having a profound impact across our country.

Some states have enacted abortion bans and draconian laws that are punishing women for seeking reproductive health services. No woman should be punished for doing what is right for herself and her family. That is why, Costa has been working in Congress to defend and protect reproductive rights nationwide.

Costa is a cosponsor of the Women’s Health Protection Act, which would guarantee a woman’s right to access reproductive services across all 50 states, including U.S. territories. By guaranteeing legal protections for the right to provide and access reproductive healthcare, free from medically unnecessary restrictions and bans on abortion, including forced waiting periods, biased counseling, and pre-viability bans.

In 2022, Costa voted to pass the Women’s Health Protection Act, Ensuring Women’s Right to Reproductive Freedom Act, and Right to Contraception Act in the U.S. House of Representatives. But it failed to reach enough votes to pass in the U.S. Senate. Costa remains committed to protecting the fundamental rights of women and access to reproductive healthcare.

Black Maternal Health

For decades, the US maternal mortality and morbidity rates have gotten worse for all mothers, but especially for Black women. According to California's Department of Public Health, Black women are four to six times more likely to die from pregnancy-related causes.

The latest infant mortality data in Fresno County shows the infant mortality rate of Black babies is significantly higher than any other race. Costa is a cosponsor of the Black Maternal Health Momnibus Act, legislation that would comprehensively address the maternal health crisis in America.
